Background of Livescan Fingerprinting:

As a result of legislation passed in 1997, the Department of Justice (DOJ) has developed the automated background check process which requires digitized fingerprints (“Livescan”). Digitizing the fingerprints enables the electronic transfer of fingerprint images to the DOJ and the FBI’s CJIS Division.

This service is provided in accordance with U.S. Departmental Order 556-73, under regulatory authority of 28CFR16.30-34. The Departmental Order states that an individual may obtain a copy of his or her FBI criminal identification record for review and correction purposes, to challenge the information on record, for court-related matters, or to meet requirements to live, work or travel in a foreign country.

Your fingerprints are electronically transmitted to an approved FBI Channeler, in business for more than a quarter of a century, for a complete search of FBI criminal history records through the FBI’s CJIS Division. Your personal criminal history report will encompass arrest records from all 50 states and over 3,000 counties throughout the United States.

Your FBI criminal history report will be watermark sealed and printed on tamper proof paper to prevent fraudulent changes or modifications. One printed copy of your personal criminal history report is included with each order. For a small additional fee, extra copies can be requested. FBI security standards require FBI Channelers to purge all FBI criminal report information after it has been delivered to you. Because of these guidelines, additional copies of an old report cannot be ordered in the future but you can always resubmit fingerprints again at any time in the future for a new report.

FBI criminal history reports may be submitted to the U.S. Department of State in order to obtain an Apostle service and/or Authentication Certificate. Please visit the U.S. Department of State website at for more information and instructions.

The FBI Channeler will process your request in complete confidentiality, and your personal information is always kept secure. We transmit your fingerprints through a secured network to the FBI Channeler. At no time will Budget Fingerprinting or the FBI Channeler have access to review your confidential FBI criminal history report – only you will be able to view your report.

FBI regulations require that:

Any person requesting a livescan fingerprint criminal history report transmitted through an FBI Channeler must be a U.S. citizen or a lawful permanent resident of the U.S. with a current green card.

You may not request an FBI report transmitted through an FBI Channeler for employment and/or licensing purposes. This type of request should be coordinated with the appropriate state identification bureau (or state police) for the correct procedures, which normally requires fingerprint card submission. Additionally, Budget Fingerprinting is certified to fingerprint by ink on fingerprint cards as requested for any state licensing application (all 50 states), Immigration, and most reasons that ink fingerprinting is required.

PLEASE NOTE: We cannot process livescan fingerprinting for state specific processes such as, but not limited to: Concealed handgun licensing or renewal (CHL), teaching certificates, real estate licensure, insurance licensure, mortgage licensure, nursing licensure, or for any other professional licensure. Livescan fingerprinting may not be transmitted from state to state for professional or job licensing requirements. We can provide ink based fingerprinting on fingerprint cards since livescan transmission is not available. Poor quality fingerprints may be rejected by the FBI and even an experienced fingerprint technician can have a difficult time obtaining legible fingerprints on some individuals. A small percentage of the population has hard to read fingerprints, which can be affected by age or exposure to certain work conditions, such as construction or harsh cleaning chemicals. Work worn fingers with faded skin texture, dry skin, allergic conditions, or low ridge detail can make fingerprints much more difficult to scan. This is rare but when fingerprints are rejected due to these types of issues, we do not offer refunds or re-scan at no charge. We can, however, offer discounted re-submissions with the ultimate goal of gaining FBI acceptance of your fingerprints. We maintain a 99% pass rate so in most cases, this issue is irrelevant. Prices charged for fingerprinting or notary services are for time and labor spent meeting for services being rendered, thus we have a no refund policy. If your fingerprints are returned due to low ridge detail or a skin condition preventing us from recording classifiable fingerprints (or other reason not deemed our fault, such as missing information on cards, etc.), we must charge standard rates for another set of fingerprints. We maintain an extraordinarily low rejection rate. In the unlikely event that you are notified of your fingerprints being returned, simply call ahead to schedule an appointment and bring the rejection letter you received with your receipt for your reprints. If requested, we will reprint you at your location, however, a mobile trip charge will apply for time and fuel used while traveling. It is your responsibility to know if you are required to obtain ink based or electronic fingerprinting for your background check prior to scheduling an appointment with us. Blank FD-258 cards purchased are final sales and are non-refundable.
